You can also bluff your way out. When you face one or two tugs, you might pretend that you are a undercover cop, and that the other cops are already informed about them two tugs, and are underway to arrest them.
I did it several times, and it helped me. the tugs took it for granted and ran away, scared for being arrested by fictional cops i made up.
So, bluffing can sometimes help.
PS: It also helped, that i am 6 foot 2 and a "muscle" man.
