I think it takes more than a cybernetic human to make scifi into cyberpunk. Star Trek has plenty of cyber-humans and other cyber-types (Data and Lore, the Borg, the robotic Nomad probe), but that franchise is hardly considered cyberpunk. Then consider the cp legend Blade Runner, where the replicants are made entirely of meat.
Cyberpunk tends to have a certain gritty, dystopian feel to it, often featuring some underground rebel(s) fighing against an all-too-powerfull-absolute-conrolling entity. I can't accurately describe what it's like since it can take different forms. You need to read and watch the classics to get a feel for what cp is.
There seems to be little information on Circuit Breaker on the net, other than the brief plot synopis, so it's hard to tell either way. If someone can rent a copy or have seen it and can review it, that would help.

hehe thats kind of funny & ironic,
I found this movie in a grocery store that went to today.
the store was selling old movies, so I decided to check out what they had.........................and well thats when I came upon it.
I was considering buying it but I decided to look online instead. _________________

By any chance, was the movie with the bagged or fresh spinach?
... just checking...
I found a description of the movie under its TV title Inhumanoid. It does sound like it could be cyberpunk but...
I'd say try to buy the movie, but check their return policy first, and don't spend any more than $10US for it if possible. Since it's direct-to-video it may not be good, but then there have been some so bad they're considered good.

It was $5 US, but it was VHS though.

Well the main focus of star trek is the relationship between humans and aliens eventhough star trek has a lot of high-tech stuff in it but it still focuses on space and the relationships. Circuit Breaker focuses mainly on the android and not on the spaceship or space itself. I've seen this movie a long time ago but i don't really remember the full story of it but it absolutely has CP in it _________________ http://teambelgium.net:8080/

I dunno, in looking at the description, I kind of agree with Mr. Roboto that its hard to tell, but I'm leaning towards a "No" guess. It looks like a monster movie in a space setting in which the monster just happens to be a psychopathic android.
